Abstract:
On 23 April 1964 the Generals meeting in Vientiane in morning and afternoon sessions, with Phoumi Nosavan absent, apparently resolved their differences and arrived at a series of decisions which were to be presented to Souvanna that evening. The decisions included perpetuation of the Government of National Union with Souvanna as Prime Minister; enlargement of the cabinet, with possible replacement of the missing ministers following a 20-day of grace period; perpetuation of the Revolutionary Committee and creation of a new permanent Committee for National Defense; and formation of a single unified National Army. With Siho reportedly content with these arrangements and lieutenant colonels Thong Lith and Boun Nao only somewhat disgruntled and under Kouprasith's control, the danger of further disorders in Vientiane appears to have receded.
