Abstract:
Paul Nur, the Special Commissioner for Montagnard Affairs, is becoming increasingly frustrated in his attempts to deal with Government of Vietnam (GVN) officials on the problems of the Montagnards in South Vietnam. The official with whom he feels it is most difficult to work is Lt. Genral Vinh Loc who, in his position as II Corps Commander, has de facto control over GVN/Montagnard relation in most of the highlands and who exerts tremendous influence on GVN/Montagnard policy. Nur feels that on several occasions within the last four months he has been completely ignored on questions which obviously fell within the purview of the SCMA. His unhappiness over the present situation has reached the point where he has openly discussed with both Vietnamese and American friends the possibility of resigning his post as Special Commissioner.
