Abstract:
Cabinet ministers are feeling a growing sense of frustration at what they consider a lack of progress toward solution of the current Government of Vietnam (GVN) / US difficulties. They would like to propose solutions but are deterred from doing so by President Thieu's admonition that the matter will be solved at the highest GVN level. No cabinet minister has spoken against the bombing halt and all have commented it was basically a wise decision. Some, however, have criticized its timing and the manner in which it was announced. At Thieu's request, the ministers have been warning their staff to avoid speculation and rumor-mongering and , especially, to avoid anti-American statements or abuse or harassment of Americans. Several ministers think the cabinet should consider in detail at its next meeting earlier proposals for GVN political and social action in the countryside to counter post-cease-fire Communist efforts.
