Abstract:
On the morning of 14 November, the National Security Council heard South Vietnamese Ambassador to Washington Bui Diem urge the necessity of reaching quickly an accommodation with the Americans and endorsed an immediate GVN effort to reach an understanding with Ambassador Bunker which would enable the GVN to join the Paris Talks as soon as possible.
