(Vietnam War) Communist military capabilities and near-term intentions in Laos and South Vietnam (approval of draft SNIE 10-65). Transmittal Memorandum, TS No. 185809, Joseph Seltzer, Exec. Officer, National Estimates, to the US Intelligence Board. Feb. 1, 1965. 1 p. Encl: (Communist China, North Vietnam, the Pathet Lao and the Viet Cong have potent military capabilities in and near Laos and South Vietnam. The Communists hope that these deployments of forces will deter the US from expanding the war to North Vietnam, but will avoid provoking an increase in US air strikes. It is probable that further attacks will be aimed against US facilities and personnel.
