Abstract:
The exercise of political power in South Vietnam has gradually established under the constitutional government of the past two years. But new pressures have developed, particularly since the beginning of the Paris Talks, for a more broadly based government to prepare for political competition with the Communists after the war is ended. Several attempts to create broader political alliances in support of the government have been ineffectual, largely because South Vietnamese political leaders have been chronically unable to cooperate in the service of a common cause. Although President Thieu pays somr lip service to the concept of broadening the political base of his government, his main efforts have focussed on developing a strong military and political establishment to run the country.
