Abstract:
A flurry of Viet Cong activity occurred early this week just prior to the Tet holiday period, but over the previous seven days, the tempo and intensity of the war continued a slight downward trend. Significant military results continued from US and allied operations even though Communist regular units tended to avoid major engagement. These operations resulted in the capture of substantial quantities of supplies and documents, and the discovery of extensive tunnel systems and large rest areas. The visit of Secretary Rusk, along with a major convention of armed forces officers, dominated the political scene in Saigon. The visit apparently served to mitigate Vietnamese uneasiness over the subject of peace negotiations, while the conference provided the occasion for a major address by Premier Ky on the government's 1966 programs in the pacification, economic, and political fields. Coup rumors continued to circulate, but there has been no indication to date of any attempted move and security agencies monitoring one alleged plot have so far refrained from any significant roundup of plotters.
