Abstract:
Allied forces maintained the initiative during the past week with several large operations continuing throughout South Vietnam. These operations resulted in a considerable increase in the intensity of the fighting as measured in terms of casualties on both sides. Although the Viet Cong have offered sporadic sharp resistance and conducted a few attacks in company strength or larger, they continue in gereral to avoid large-scale engagement with allied forces, and their over-all level of activity declined. The departure of top South Vietnamese officials to meet with President Johnson in Hawaii probably further delayed action on a pending structural reorganization of the Ky cabinet and the establishment of a civilian advisory council, but a prior meeting of the Directorate apparently set no firm deadlines for implementing these moves. Meanwhile, various Vietnamese sources indicate growing dissatisfaction among both Buddhists and Catholics, with the Buddhists in northern South Vietnam reportedly laying plans for anti-government demonstrations later this month.
