Abstract:
At a meeting of department heads of Directorate General of National Police (DGNP) and the Military Security Service (MSS) on 12 January 1967, Brigadier General Nguyen Ngoc Loan announced that the DGNP had "authorized" the following list of presidential condidates and that they were the only "authorized" candidates: 1) Major General Tran Van Don (retired), military and political leader; 2) General Duong Van Minh (retired), now exiled in Thailand; 3) Phan Khac Suu, former Chief of State and Chairman of the Constituent Assembly; 4) Tran Van Huong, former Prime Minister; and, 5) Phan Huy Quat, former Prime Minister. Loan told the group that he personally was not supporting any of the individuals on the list and that he was not requesting that they support a particular individual. However, it would be the common duty of the group to make every effort between now and the elections to accumulate additional background and personality information on the listed candidates. Loan said the DGNP and the MSS were "at the present time the only real power in South Vietnam", the South Vietnamese military commanders were politically inert, and it was consequently the duty of the DGNP and the MSS "to take charge".
