Abstract:
With the approval of Director General of National Police Brigadier General Nguyen Ngoc Loan, Mai Den, Head of the Overseas Security Section, instructed Tran Thanh, a Buddhist monk reported to be the private secretary of Thich Tam Chau and a close contact of Mai Den, to ask all police chiefs in IV Corps to determine if the province chiefs in the area support Prime Minister Nguyen Cao Ky for the presidency. When there is a doubt the police chief and Tran Thanh will personally approach the province chief and request his support. If the Chief refuses, this fact will be reported to Loan and the province chief may be replaced by Prime Minister Ky. The same review of support for Ky and replacement of some province chiefs is to be conducted also in I and III Corps. Mai Den is particularly interested in replacing the province chiefs in Sa Dec, Kien Phong, Kien Tuong and Tay Ninh provinces with his personal friends so that he can control smuggling and other Vietnamese-Cambodian border activities. He will use the profit from these activities to finance his political and intelligence service ambitions.
