Abstract:
Final agreement on revision of the draft constitution had not been reached insofar as the Constituent Assembly (CA) was concerned. The following changes that the Directorate wants will be difficult for the CA to accept: appointment rather than election of provincial chiefs; allowing military members elected to the legislature to retain their army status; and establishment of an Armed Forces Advisory Board to advise the president on reorganization of the Armed Forces. To get the CA to adopt the Directorate's changes, the Directorate should cultivate individual influential CA members, not send messages to the CA which the CA considers Directorate interference with the affairs of the CA. The Directorate should have held meetings with the CA before the constitution was drafted and should have been better informed on CA regulations prior to the current meetings.
