Abstract:
Colonel Dam Van Quy, a Deputy in the Provisional Legislative Assembly (PLA), said that Prime Minister Nguyen Cao Ky will not accept the election dates set by the PLA, and that he is determined that the presidential and Upper House elections will be held on 1 September, and the Lower House elections on 1 October, the dates set by the Directorate. If the PLA does not agree to change the dates, Ky will instruct the military deputies, and as many other deputies as possible, to resign from the PLA, thereby hoping to impair the effectiveness of the PLA. Ky then will set the dates as specified by the Directorate. Phan Khac Suu, Chairman of the PLA, said that the Assembly will insist on 3 September for the presidential elections, which is a Sunday, as required by the Constitution, but will be willing to compromise on the date for the Upper House elections, provided that the Directorate is willing to compromise on its stand. Ky does not plan to withdraw from the elections, and still feels that he will be elected, even though Chief of State Nguyen Van Thieu is a candidate. Quy is organizing a slate of candidates for the Upper House, which will include candidates from the racial minority groups, and which will support Ky.
