Abstract:
Brigadier General Nguyen Ngoc Loan has directed Provincial Police and Military Security Service (MSS) chiefs to take steps aimed at achieving National Police/MSS directing influence over village and hamlet government bodies by controlling their members. This control is to be achieved without the knowledge of provincial chiefs. The Provincial Police and MSS chiefs have also been directed to submit regular reports to National Police Headquarters on the progress and developments of the village elections as well as detailed reports on all candidates and on all provincial organizations and their officers.
