Abstract:
A party given at Independence Palace for members of the Armed Forces Council prevented a lengthy meeting of the Council to discuss the relative merits of Chief of State Nguyen Van Thieu and Prime Minister Nguyen Cao Ky as candidates for the presidency. However, during the course of the evening the senior generals present found time to confer among themselves and also to learn the current thinking of Thieu and Ky regarding their respective candidacies. The senior generals including Cao Van Vien, Nguyen Bao Tri, Linh Quang Vien, Dang Van quang, and the four Corps Commanders invited both Ky and Thieu to joint them after they had talked over the matter among themselves. Thieu joined the group and informed the assembled general officers that he had not yet decided whether or not to present himself as a candidate. Ky did not talk to the group as a whole but conveyed to them through one of the officers present his previous statement that if Thieu wanted to run for the presidency, he would step aside and defer to the Chief of State. The assembled generals reached no conclusions and agreed to postpone further deliberations until Thieu and Ky had reached an agreement between themselves.
