Abstract:
Prime Minister Ky is willing to negotiate with North Vietnam (NVN) and the National Front for the Liberation of South Vietnam (NFLSV), but he is unwilling to compromise on certain points merely to get negotiations started. These are: 1) No coalition government with the NFLSV; 2) Full representation of GVN at negotiations; 3) NFLSV members accepted into GVN only as individuals; 4) Negotiations can start only after national elections.
