Abstract:
The status of the Viet Cong (VC) in the eight northernmost provinces of the IV Corps area -- Dinh Tuong, Go Cong, Kien Hoa, Kien Phong, Kien Tuong, Sa Dec, Vinh Binh and Vinh Long -- varies considerably from province to province. In some provinces their morale and strength remain much as they have been, while in others there are signs of definite declines. In general, where the people support the VC, they do so out of necessity, and if the Government of Vietnam (GVN) could prove it offered more and permanent security, the people would probably support the GVN. By and large the people are indifferent to the forthcoming village/hamlet elections and they have mixed feelings about the arrival of US troops in the delta. The one factor that characterizes the VC throughout the area is an apparent realization that the GVN's Revolutionary Development (RD) program constitutes a major threat to them and, as a result, RD workers have become a priority VC target.
