Abstract:
Vice President Ky has indicated that he, President Thieu and other senior government (GVN) officials wish to patch up their differences with the US as quickly as possible. One solution may be for the GVN to send a delegation to Paris for "preliminary talks" rather than full-scale peace negotiations. The preliminary nature of the talks would be announced by the US and the GVN, while North Vietnam (DRV) would merely have to refrain from contrary comment. This would provide the face-saving device the GVN needs. Such talks could end in a stalemate, or the DRV could agree to keep National Liberation Front (NFLSV) representatives as inconspicuous members of the DRV delegation, or the GVN could concede that the NFLSV should be represented as a separate entity. Such a concession, if made by the GVN itself, could be explained to the Vietnamese people, who could not accept the same solution seemingly imposed by the US. If direct talks must be held with the NFLSV, the GVN would prefer that they be held in Saigon. As of 3 November, Ky still hoped to head a GVN delegation to Paris and is recruiting the persons he wants as delegation members.
