Abstract:
Since November 1963 Democratic Republic of Vietnam (DRV) officials have been holding secret discussions in Hanoi with the Chief of the Polish Delegation (Poldel)to the International Control Commission (ICC) during which the elimination of permanent ICC team site in all areas of North Vietnam except Hanoi has been discussed. The officials have attempted to get Polish support for these demands but, following instructions from the Polish Government, both the current Poldel Chief and his predecessor have employed delaying tactics in the discussions.
